Expands the filing fee exemption for projects under the California Environmental Quality Act (CEQA) from those with "no effect" on fish and wildlife to those with only a "de minimis effect" on fish and wildlife

Maintains existing CEQA filing fee structure: $2,500 for projects requiring environmental impact reports, $1,800 for negative declarations, and $850 for certified regulatory programs

Preserves exemptions for projects undertaken by the Department of Fish and Wildlife or funded through specific conservation accounts including the Habitat Conservation Fund and Fisheries Restoration Account

Corrects a reference to the "California Ocean Resources Enhancement and Hatchery Program" and makes other nonsubstantive technical changes to the Fish and Game Code

County clerks may continue charging a $50 documentary handling fee per filing in addition to the standard CEQA filing fees
