Prohibits supervisors, administrators, and employees of the California Department of Corrections and Rehabilitation from knowingly interfering with or refusing to implement health care prescribed by a licensed health care provider

Applies to health care determined to be medically necessary by providers acting within the scope of their licensure

Violation occurs when interference results in substantial emotional distress or serious bodily injury to an incarcerated person

Defines "serious bodily injury" to include loss of consciousness, concussion, bone fracture, protracted loss or impairment of bodily function, wounds requiring extensive suturing, and serious disfigurement
