Parents or legal guardians are jointly and severally liable for fines imposed on unemancipated minors who violate the ordinance

Requires participating jurisdictions to submit a report to the Legislature by January 1, 2030, detailing traffic stops, citations, demographic data, search actions, and crash statistics involving children under 12 on e-bikes

Mandates a 30-day public information campaign before any ordinance takes effect; the pilot program sunsets on January 1, 2031
