Repeals unconstitutional California laws that previously required parental consent for abortion and criminalized assisting in or advertising abortion services

Allows pharmacists to dispense mifepristone and other medication abortion drugs without patient name, prescriber name, or pharmacy address on the label, while maintaining confidential records that require a court subpoena for law enforcement access

Prohibits criminal, civil, or disciplinary actions against California healthcare providers, pharmacists, clinics, and health facilities for manufacturing, transporting, dispensing, or storing mifepristone and medication abortion drugs lawfully in the state

Requires health care service plans and health insurers to cover mifepristone even if FDA approval is revoked, provided the drug is recognized by the World Health Organization or other specified medical authorities

Extends until January 31, 2027 the safe harbor period protecting healthcare providers from liability for failing to comply with restrictions on sharing abortion-related medical information with out-of-state entities
