Prohibits the State Fire Marshal from basing fire hazard severity zone determinations on risk mitigation activities when classifying lands in both state responsibility areas and non-state responsibility areas

Authorizes the State Fire Marshal to confer with public agencies, tribes, nonprofit organizations, project applicants, and members of the public between formal review periods on actions that may impact fire hazard severity zone designations

Allows entities to submit information on wildfire safety improvements and other actions taken or planned that may affect an area's fire hazard designation, which the State Fire Marshal may consider in future reviews

Requires any written responses from the State Fire Marshal and documentation submitted by entities to be posted on the State Fire Marshal's website in an easily accessible manner

Permits the State Fire Marshal to charge fees to entities that confer with or submit information to the office to cover associated administrative costs
