Requires the Public Utilities Commission to ensure electrical rate schedules do not impose rates above baseline on public schools or economically vulnerable residential customers during hours when temperatures exceed 90°F in hot climate zones

Defines "economically vulnerable residential customer" as those eligible for CARE (California Alternate Rates for Energy) or FERA (Family Electric Rate Assistance) programs, regardless of current enrollment status

Applies to hot climate zones designated as zones 10, 11, 12, 13, 14, or 15 under California Energy Commission building climate zone standards, plus any additional zones the Commission may determine

Defines "public school" to include schools operated by school districts, county offices of education, charter schools, and community college districts

Violations of commission orders implementing these requirements would constitute a crime under existing Public Utilities Code enforcement provisions
