Requires the California Building Standards Commission to adopt mandatory building standards for plug-in photovoltaic systems to function as energy sources within residential and nonresidential building electrical circuits, starting with the next triennial code edition after January 1, 2027

Directs the Department of Housing and Community Development to research and develop standards specifically for plug-in photovoltaic systems in multiunit dwellings

Mandates consultation with interested parties including the State Energy Resources Conservation and Development Commission, electrical safety bodies, equipment manufacturers, building owners, and the public through open consensus-based processes

Requires proposed standards to allow qualified systems with grid protective functions and rapid shutdown features to connect via standard AC outlets with ground fault circuit interrupters

Defines "qualified plug-in photovoltaic system" as one certified by Underwriters Laboratories or equivalent testing laboratory with safety features preventing circuit overloading and unintended grid export
