Requires data center owners/operators to report projected water use (maximum day, month, and average year) to water suppliers and cities/counties when applying for initial business licenses, with annual reporting of actual water use for license renewals—all under penalty of perjury.

Defines three data center types: Type I (hyperscale) with over 25 megawatts power consumption and 10,000+ servers; Type II with 2-25 megawatts; and Type III with under 2 megawatts.

Mandates the Department of Water Resources and State Energy Resources Conservation and Development Commission to develop water efficiency guidelines and best practices for data centers by January 1, 2029, including use of closed-loop systems, nonpotable water, and rainwater capture.

Requires urban water suppliers to include data center demand in their annual water supply and demand assessments and water shortage contingency plans submitted to the state.

Applies to all California cities including charter cities, declaring water conservation a matter of statewide concern rather than a municipal affair.
