Maintains approval for foreign dental schools (University of De La Salle Bajío in Mexico and State University of Medicine and Pharmacy "Nicolae Testemitanu" in Moldova) that were board-approved prior to January 1, 2020, provided they applied for CODA accreditation by January 31, 2026, and continue pursuing that accreditation

Requires foreign dental schools with maintained approval to submit status updates to the Dental Board of California every six months starting January 1, 2027, with failure to report allowing the board to terminate approval after 45 days notice

Deems graduates of previously approved foreign dental schools eligible for California dental licensure if the school was approved at the time of enrollment, regardless of whether approval expired before graduation

Allows students enrolling in foreign dental schools with maintained approval on or after July 1, 2026, to remain eligible for California licensure while the school's accreditation process is ongoing

Includes legislative findings citing California's dental care access crisis: 2.7 million residents in dental shortage areas, only 6% of dentists are Latino despite 38% population share, and dental education costs exceeding $450,000-$500,000
