Expands the definition of "tangible personal property" subject to reporting requirements to include all secondhand jewelry, items, and objects

Prohibits cities, counties, and state agencies from issuing local business licenses or permits to secondhand dealers who lack a valid state secondhand dealer license

Authorizes licensed secondhand dealers to sue unlicensed operators in superior court, with remedies including injunctions, actual damages or statutory damages up to $75,000, and attorney's fees

Requires all entities operating as secondhand dealers to obtain a state license under Section 21641 and report acquisitions to CAPSS
