Creates the Small Business Recovery Fund within the State Treasury to provide competitive grants ranging from $2,500 to $100,000 to small businesses directly impacted by Governor-proclaimed emergencies, local emergencies, earthquakes, natural disasters, or other conditions of extreme peril

Allocates 90% of appropriated funds to the recovery grant program, 5% to the Small Business Technical Assistance Program for disaster-affected areas, and 5% to the Capital Infusion Program for capital-related technical assistance in disaster zones

Requires grant recipients to provide dollar-for-dollar matching funds, which may include insurance claims, SBA recovery loans, or in-kind contributions

Excludes foundations, charitable trusts, gambling establishments, adult entertainment businesses, hospitals, nursing facilities, and rental property businesses from eligibility

Requires the Director of the Office of Small Business Advocate to submit reports to the Legislature within 180 days of each Governor-proclaimed state of emergency; the program sunsets on January 1, 2032
