Requires contractors to publicly disclose names, addresses, and workforce details of all subcontractors and data enrichment facilities, including whether they have signed international labor agreements

Establishes a process for independent monitoring and complaint investigations by the Department of Industrial Relations, labor organizations, or qualifying nonprofit organizations
