Requires campaign funds used for security personnel to be paid only to individuals holding appropriate licenses from the Bureau of Security and Investigative Services.

Amends existing law that allows candidates and elected officers to use campaign funds for security expenses protecting themselves, their immediate family, or staff from threats arising from their official role.

Maintains current provisions that permit unlimited campaign fund spending on security until January 1, 2029, after which a $10,000 annual cap applies.

Requires a two-thirds vote in each house of the Legislature to pass, as it amends the Political Reform Act of 1974.
