Establishes the Cal-Bridge Program as an intersegmental partnership between California Community Colleges, California State University, and University of California to create pathways for diverse STEM undergraduates to pursue PhDs and become professors or technology industry leaders

Creates five Cal-Bridge subprograms: Undergraduate Program (mentorship, financial support, research in physics, astronomy, computer science, engineering, math, statistics), Summer Program, Doctoral Program, Postdoctoral Program (two-year positions), and FAST Program for community college students

Establishes the ENLACE Program as a separate but collaborative initiative to prepare high school and college students for all levels of STEM education and workforce entry, including engineering, biological, physical, earth, and health sciences

Authorizes appropriated funds for scholar financial support, summer research opportunities, postdoctoral salaries, faculty stipends for mentorship, program administration, and professional development workshops

Applies to University of California only if the UC Regents adopt a resolution making it applicable
