Establishes the Working Group on Civil Rights Accountability within the Department of Justice on July 1, 2027, consisting of 12 members appointed by the Governor, Speaker of the Assembly, President pro Tempore of the Senate, and Attorney General

Creates a statewide reporting dashboard to document alleged constitutional and civil rights violations arising from federal immigration enforcement activities by agencies including ICE, CBP, Border Patrol, DHS, and FBI

Requires the dashboard to track specific data fields including date, location, federal agency involved, category of alleged violation (excessive force, unlawful detention, enforcement in sensitive locations, actions against citizens or legal residents), and related litigation

Authorizes eligible nonprofit organizations with tax-exempt status and documented experience serving immigrant communities to submit reports to the dashboard, subject to Department of Justice verification standards

Mandates quarterly meetings and an annual report to the Legislature summarizing documented trends, geographic patterns, systemic concerns, and policy recommendations for protecting civil rights
