Extends authorization for on-sale alcohol license holders (restaurants, breweries, wineries, craft distillers with public eating places) to sell certain alcoholic beverages for off-sale pickup from December 31, 2026 to December 31, 2031

Permits sale of distilled spirits in manufacturer-prepackaged containers and non-beer alcoholic beverages in sealed single-serve containers (wine 187-355ml, cocktails up to 4.5 oz spirits)

Requires off-sale beverages to be sold with a bona fide meal, limited to two drinks per meal, and picked up in person by the consumer who placed the order with ID verification

Mandates warning signage about open container laws and vehicle transportation requirements for packaged alcoholic beverages

Allows the Department of Alcoholic Beverage Control to impose conditions restricting or prohibiting these privileges for good cause, including requests from local law enforcement
