Requires departments within the California Health and Human Services Agency to "expeditiously" publish approved federal state plans and waivers on their website homepages, strengthening existing publication requirements

Mandates the California Health and Human Services Agency to promptly notify the Assembly Committee on Health and Senate Committee on Health when federal plans or waivers are approved

Amends both the Health and Safety Code (Section 135) and Welfare and Institutions Code (Section 3500) with identical transparency and notification requirements
