Suspends the continuous 25% appropriation from the Greenhouse Gas Reduction Fund to the High-Speed Rail Authority for fiscal years 2026-27 and 2027-28

Redirects those suspended funds (25% of annual proceeds) to the General Fund instead of high-speed rail projects

Makes the redirected funds available, upon legislative appropriation, to augment funding for water infrastructure and wildfire prevention

Maintains existing continuous appropriations from the fund for transit programs (35%), affordable housing, sustainable communities, safe drinking water, and forestry/fire prevention ($200 million annually through 2028-29)
