Establishes a minimum annual apportionment of $200,000 from the Road Maintenance and Rehabilitation Account to each city in California, regardless of population size, beginning in the 2027–28 fiscal year

Currently, funds apportioned to cities are distributed based solely on each city's population relative to the total population of all cities in the state

The Road Maintenance and Rehabilitation Account receives revenues from fuel taxes and vehicle fees to address deferred maintenance on state highways and local streets
