Authorizes California State University (CSU) to award doctoral degrees independently, including PhDs, without limiting it to professional or applied doctorates that don't duplicate University of California (UC) programs

Removes UC's authority to review and object to proposed CSU doctoral programs on the basis of duplication, eliminating the 120-day consultation and objection process

Eliminates the requirement that CSU doctoral programs be approved by the California Postsecondary Education Commission for joint degrees with independent institutions

Removes the cap limiting doctoral programs at each CSU campus to 25% of total programs, though trustees may still approve no more than 10 new doctoral programs systemwide per academic year

Requires CSU to fund doctoral programs from existing budgets without diminishing undergraduate enrollment or program quality, and caps doctoral fees at UC-comparable levels
