Modifies restrictions on California community college baccalaureate degree programs, changing the prohibition from programs "already offered" by CSU/UC to programs "substantially similar" to those offered within the community college's geographic region

Creates exceptions allowing community colleges to offer similar degree programs where CSU/UC does not enroll students from that geographic region in the same degree pathway, or where documented unmet regional workforce needs justify the program

Removes the Association of Independent California Colleges and Universities from the required consultation process for proposed baccalaureate degree programs

Streamlines the objection process: CSU or UC may submit written objections based on "substantial similarity within the geographic region" rather than general "program duplication," eliminating specific procedural requirements previously in law

Adds definitions for key terms including "substantially similar" (materially overlapping curriculum, outcomes, and objectives serving indistinguishable purposes), "geographic region" (primary service area of the community college district), and "documented unmet regional workforce need"
