Extends the exemption deadline for arena advertising displays from January 1, 2021 to January 1, 2032, allowing arenas authorized by local ordinances or discretionary approvals by that date to be exempt from most Outdoor Advertising Act provisions

Limits the exemption to arenas with 15,000+ seat capacity that are fully constructed or under construction by January 1, 2027 and capable of hosting professional sports

Requires advertising displays for one arena to be located at least 5,000 feet from displays for another arena, except for displays within the City of Inglewood

Mandates that construction workers on advertising display projects commencing on or after January 1, 2027 be paid prevailing wages and requires use of a skilled and trained workforce

Gives the Department of Transportation 60 days to issue written notice if a proposed display is inconsistent with federal highway law; if no notice is issued within 60 days, the display is deemed compliant
