Defines "American Freedman" as descendants of the 4,000,000 people emancipated from American chattel slavery, requiring documentation of at least four lineal ancestors enslaved between 1776 and 1865

Requires establishment of the American Freedmen Genealogy Office by July 1, 2028 to verify lineage, partnering with public libraries to provide free genealogical research services

Mandates strict privacy protections prohibiting personal information from being shared outside the division, limiting interagency sharing to demographics only, and barring any division resources from being used in law enforcement activities

Requires reports to the Legislature every three years starting January 1, 2029, and performance/financial audits every five years starting January 1, 2030
