Authorizes school districts, community college districts, and county offices of education to declare owned technology as surplus and dispose of it through public auction, sealed bid, vendor trade-in/buyback programs, or negotiated sales to public agencies, nonprofits, or private entities.

"Technology" is broadly defined to include computers, tablets, laptops, servers, network hardware, software, mobile devices, and related accessories or licenses used for instructional, administrative, or operational purposes.

Requires governing boards to adopt policies addressing how property is determined to be surplus, methods to ensure competition or market testing, and compliance with state and federal data protection requirements including secure data deletion and device wiping.

Mandates that surplus technology disposal maximize net proceeds or value returned to the district while minimizing electronic waste and promoting environmentally responsible recycling, refurbishment, and reuse.

Applies to school districts, community college districts, and county offices of education, supplementing but not replacing existing authority for disposing of personal property.
