Eliminates the continuous appropriation of 25% of annual Greenhouse Gas Reduction Fund proceeds to the High-Speed Rail Authority, effective June 30, 2026

Beginning in fiscal year 2026-27, redirects that 25% of annual fund proceeds to the General Fund instead of high-speed rail

Requires the transferred funds, upon appropriation by the Legislature, to be used for augmenting local government infrastructure improvement funding

Maintains existing continuous appropriations from the fund for transit, affordable housing, sustainable communities programs (35%), safe drinking water (5%), and wildfire prevention ($200 million annually through 2028-29)
