Requires the State Lands Commission to create an inventory of all abandoned and derelict commercial and recreational vessels in the Sacramento-San Joaquin Delta by January 1, 2027

Inventory must include the number of vessels, estimated size and weight, hazardous contents, proximity to water sources, and estimated removal costs for each vessel

Data must be broken down by county, vessel type, and vessel size, and may be gathered through aerial surveys, existing federal/state/local agency data, or other available sources

Implementation is contingent upon an appropriation by the Legislature

Declares the Sacramento-San Joaquin Delta requires special legislation due to its unique makeup of over 700 miles of sloughs and waterways that makes it a magnet for abandoned vessels containing hazardous materials
