Creates the Global Partnership Advisory Body, a statewide business partnership to advise GO-Biz on international trade and investment priorities, to be convened by March 1, 2027

Expands GO-Biz's International Trade and Investment Program to include facilitating foreign-owned subsidiary expansion, collaborative research agreements, connecting global partners with California's innovation ecosystems, and supporting cultural exchanges

Authorizes GO-Biz to establish regional hubs within California to support international trade and investment, in addition to existing authority for offices outside the United States

Increases the contract spending threshold for international market development activities from $200,000 to $500,000 without additional approval requirements

Requires the international trade and investment strategy to be developed in consultation with the Global Partnership Advisory Body and reviewed in at least one public legislative hearing within 60 business days of submission
