Exempts 100% affordable housing developments from 2025 California Green Building Standards Code requirements for Level 2 or higher electric vehicle charging receptacles for permit applications submitted between January 1, 2025, and December 31, 2035

Requires these exempt affordable housing developments to instead comply with the less stringent 2022 California Green Building Standards Code EV charging requirements

Defines "affordable housing development" as projects where all units (excluding manager units) are deed-restricted or subsidized for low or moderate income persons and families

Applies statewide to all cities, including charter cities, as the Legislature declares reducing affordable housing costs a matter of statewide concern

Provisions automatically repeal on January 1, 2037
