Requires the Department of Health Care Services to establish performance measures evaluating utilization, access, and availability of Medi-Cal vision services for children and adults

Performance measures must track: overall vision service utilization, time to receive services, number of rendering providers and their credentials, annual complaints, refractive error diagnoses, eye examinations, and eyeglasses prescribed and dispensed

Data must be reported with equity stratification by race, ethnicity, primary language, age, gender, and geographic factors to identify disparities in care

Initial performance measures and data for calendar year 2026 must be posted on the department's website by January 1, 2028, with annual reporting thereafter

Benchmarks for 2027 must be set at no less than double the 2026 performance levels, with the department required to consult stakeholders including health plans, optometric societies, counties, and legal aid entities in establishing measures
