Requires California Community Colleges to give priority housing to current and former foster youth and homeless youth (previously only a request), matching existing requirements for CSU and UC campuses.

Extends priority enrollment eligibility for foster youth older than 25 years of age if they are enrolled in the NextUp program, which supports foster youth in community colleges.

Mandates that CCC, CSU, and UC campuses include questions on housing applications to identify students eligible for priority housing as foster or homeless youth.

Requires campuses to defer collection of housing-related costs (deposits, fees, administrative charges) for eligible students until they receive their financial aid disbursement, with at least 30 days to pay if aid is not received.

Requires campuses to post priority housing eligibility information on their websites and prohibits denying housing or assessing late fees before the payment grace period expires.
