Requires California State University, community colleges, and private postsecondary institutions receiving state aid to defer unpaid enrollment fees and costs for foster youth and former foster youth until they receive their first financial aid disbursement

Applies to students upon initial enrollment at the institution, with foster youth status verified by a financial aid administrator

Covered costs include registration fees, mandatory campus fees, housing and meals (including deposits), health insurance, books and supplies, and required summer courses

Takes effect beginning with the 2027–28 academic year

Requests (but does not require) the University of California to adopt the same fee deferment policy for foster youth students
