Expands Adoption Assistance Program (AAP) eligibility to include 18-year-olds whose adoption assistance agreements began before age 16, if they were attending high school, vocational training, or pursuing a high school equivalency certificate full-time before turning 18

Requires the nonminor to continue attending school/training and residing with the adoptive parent to maintain eligibility under the new category

Limits extended benefits until program completion or the nonminor's 19th birthday, whichever comes first

Requires the state Department of Social Services to ensure state-realigned funding covers adoption assistance payments if federal funding is unavailable for this eligibility expansion

Takes effect January 1, 2027
