Requires the Department of General Services to quitclaim approximately 3.68 acres (3 parcels) of state-owned land within San Pasqual Battlefield State Park to the San Pasqual Band of Mission Indians at no cost to the tribe

Encourages the City of San Diego to transfer its land within the park to the tribe, and requires the state to relinquish all lease, permit, and other interests in city-owned land if the city agrees to transfer

Addresses historical injustices where the tribe was forcibly removed from ancestral lands in San Pasqual Valley, including an 1891 federal error that placed their reservation on barren land instead of their fertile valley homeland

The state park has been closed for years with no designated reopening date; the tribe intends to operate a public park celebrating tribal history and contributions to the community

Declared an urgency statute requiring a 2/3 vote, taking effect immediately upon passage
