Expands the Nutrition Incentive Matching Grant Program to include certified mobile farmers' markets as qualified entities eligible to receive grant funding for consumer incentive programs that help nutrition benefit clients purchase California fresh fruits, nuts, and vegetables

Requires the Nutrition Incentive Matching Grant Program to be administered in a manner that maximizes eligibility for and alignment with federal grant programs supporting nutrition incentives, including the Gus Schumacher Nutrition Incentive Program

Extends the California Seed Law subvention program sunset date from July 1, 2027 to July 1, 2032, with repeal moving from January 1, 2031 to January 1, 2036

Continues the $120,000 annual allocation to participating counties for seed law enforcement costs, with distribution based on registered seed labeler operations and enforcement activities
