Mandates that lead county elections officials transmit measure text, impartial analysis, and selected arguments to other counties within 24 hours of receiving materials from authors

Makes nonsubstantive changes including updating references to legislative committee names and correcting "bounds" to "boundaries" in district election provisions

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated costs
