Requires the Superintendent of Public Instruction to consider recommending revisions to school library services standards by July 1, 2028, and every 8 years thereafter

If revisions are recommended, the Superintendent must convene an expert group including teachers, credentialed teacher librarians (who must comprise half the group), principals, administrators, university professors, and private sector representatives with technology/media backgrounds

Mandates at least 2 public hearings for community input on proposed revisions, conducted under the Bagley-Keene Open Meeting Act

Requires the Superintendent to present revised standards to the State Board of Education within 18 months of convening experts; the Board must then adopt, reject, or modify the revisions within 4 months

Implementation is contingent on funding being appropriated in the annual Budget Act or another statute
