Requires a 30-day public information campaign before program launch and 60-day warning period before actual citations are issued, with the first violation at 11-15 mph over always being a warning

Creates the Safe Highway Work Zone Account in the State Transportation Fund to receive citation revenues, with funds used for program administration and enhanced enforcement programs in construction and maintenance zones

Reduces fines by 80% for indigent violators and 50% for those earning up to 250% of the federal poverty level, with payment plans capped at $25/month available for those unable to pay in full
