Removes residential zoning protections for single-family dwelling treatment facilities that share an owner, director, programs, or amenities with a commercially owned and licensed facility located anywhere in California

Applies to both licensed and unlicensed alcohol or drug recovery facilities operating in single-family dwellings

Current law treats treatment facilities serving 6 or fewer persons as regular residential properties exempt from special zoning requirements; this bill creates exceptions allowing local governments to regulate certain clustered or commercially-affiliated facilities differently
