Authorizes the sale of gasoline blends containing 10.5% to 15% ethanol by volume in California as a transportation fuel, bypassing the normal requirement for prior California Environmental Policy Council review

Sales authorization remains in effect until the California Environmental Policy Council completes its multimedia evaluation review AND the State Air Resources Board either adopts fuel specifications for these blends or posts an assessment showing specifications cannot meet legal requirements

Preserves the State Air Resources Board's authority to regulate other transportation fuels and to regulate the 10.5-15% ethanol blends after completing the required review and rulemaking process

Enacted as an urgency statute requiring a 2/3 vote, taking effect immediately upon the Governor's signature on October 2, 2025, to address high gasoline prices in California
