Establishes a grant program through the Department of Health Care Access and Information to fund training programs for clinical laboratory scientists and medical laboratory technicians

Eligible training programs must be approved by the State Department of Public Health or accredited by a recognized accrediting program approved by the department

Grant recipients must expend awarded funds within 3 years of receiving the grant

Program implementation is contingent upon appropriation by the Legislature for this express purpose
