Exempts small modular reactors (defined as nuclear reactors with generating capacity up to 300 megawatts per unit) from California's existing restrictions on new nuclear power plant construction

Removes requirements for small modular reactors to demonstrate approved nuclear fuel rod reprocessing technology and high-level nuclear waste disposal technology before being permitted

Requires the Public Utilities Commission to adopt a plan by January 1, 2028, to increase procurement of electricity from nuclear facilities

Requires the same PUC plan to phase out procurement of electricity generated from natural gas facilities

Maintains existing restrictions and approval requirements for traditional large-scale nuclear fission thermal powerplants
