Removes the January 1, 2026 expiration date on provisions allowing physicians and pharmacists to furnish hypodermic needles and syringes without a prescription to adults 18 and older, making this public health measure permanent

Adults 18 and older may obtain hypodermic needles and syringes for personal use from physicians or pharmacists without a prescription or license, as a measure to prevent transmission of HIV, viral hepatitis, and other bloodborne diseases

Pharmacies furnishing nonprescription syringes must provide written information or verbal counseling on accessing drug treatment, HIV and hepatitis C testing/treatment, and safe sharps disposal

Pharmacies must store hypodermic needles and syringes so they are accessible only to authorized personnel and must offer safe disposal options including onsite collection programs, mail-back containers, or sharps containers

Possession of hypodermic needles or syringes solely for personal use is exempt from drug paraphernalia laws as a public health measure
