Establishes a three-year pilot program (July 1, 2026 through July 1, 2029) granting California peace officer authority to tribal police officers from up to 3 federally recognized tribes selected by the Department of Justice

Tribal officers would have peace officer authority on their tribal lands and elsewhere in California under specific circumstances, including at the request of local law enforcement, during emergencies, or in hot pursuit of suspects

Participating tribes must meet extensive requirements including adopting tribal laws providing public records access, waiving sovereign immunity for claims arising from the program, carrying sufficient liability insurance, and complying with California peace officer training and certification standards

Creates the Tribal Police Pilot Fund to help participating tribes develop information technology for state-mandated law enforcement reporting requirements

Requires the Department of Justice to submit interim (July 2028) and final (January 2030) reports to the Legislature evaluating impacts on case clearance rates, crime rates, and providing implementation recommendations
