Authorizes the California Student Aid Commission to grant up to 30 additional calendar days beyond financial aid application deadlines when there is a delay in the opening of the Free Application for Federal Student Aid (FAFSA), as declared by the commission

Adds FAFSA delays to the list of qualifying events that allow the commission to extend deadlines without requiring a formal request from school officials, alongside states of emergency declared by the Governor or President

Applies to all state-administered financial aid programs including Cal Grant A, Cal Grant B, California Community College Transfer Cal Grants, Competitive Cal Grants, and the Middle Class Scholarship Program

Approved by Governor on July 14, 2025 and became Chapter 31 of the 2025 legislative session
