Exempts from CEQA (California Environmental Quality Act) review the new construction of single-family dwellings that are 1,500 square feet or less with no more than 3 bedrooms, priced under $400,000, and intended for sale to first-time home buyers

Requires the lead agency to determine that the developer or property owner has provided sufficient legal commitments to meet the exemption requirements before granting the CEQA exemption

Requires lead agencies approving exempt projects to file a notice of exemption with the Office of Land Use and Climate Innovation and the county clerk

Removes previously proposed provisions that would have deferred property tax payments for qualifying properties until change of ownership occurred

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
