Authorizes child daycare facilities to pay initial application fees using business or personal checks (in addition to existing authority for annual license fees)

Requires the department to accept credit card payments for both initial application fees and license fees from child daycare facilities starting January 1, 2028

Maintains existing fee structure ranging from $73 for small family daycare homes (1-8 capacity) to $2,420 for large daycare centers (121+ capacity) for initial applications
