Excludes compensation paid to student board members serving on county boards of education or school district governing boards from being counted as income or resources when determining eligibility for means-tested public assistance programs (CalWORKs, General Assistance, Medi-Cal, CAPI)

Excludes the same student board member compensation from affecting eligibility for public college scholarships and grants, including Cal Grants, Chafee grants, Middle Class Scholarship Program, California College Promise Grants, CSU EOP grants, and community college EOPS grants

Authorizes the State Department of Social Services to implement these income exclusions through all-county letters or similar written instructions until formal regulations are adopted

Implementation for Department of Social Services programs begins when the department notifies the Legislature that the California Statewide Automated Welfare System can perform necessary automation, with guidance required no later than July 1, 2026

Requires state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
