Expands the timeframe for courts to reduce "wobbler" offenses (crimes that can be charged as either felonies or misdemeanors) from a felony to a misdemeanor, allowing the determination to be made any time prior to trial rather than only at or before the preliminary examination

Requires defendants seeking a second motion to reduce a wobbler offense to a misdemeanor to demonstrate "changed circumstances" after an initial motion is denied

Changed circumstances include newly available facts relevant to the charge, changes in the defendant's personal circumstances, or changes in applicable law

Amends Section 17 of the California Penal Code governing classification of crimes as felonies, misdemeanors, or infractions
