Requires the California Community Colleges Chancellor's office to revise policies, regulations, and guidance by June 30, 2026 to provide students and/or employers with paid work-based learning opportunities

Authorizes community college districts to use Strong Workforce Program funds apportioned directly to them for direct support of paid work-based learning, including apprenticeships, internships, externships, and student-run enterprises

Expands the allowable uses of funds already available for student grants covering third-party certification fees, enhanced student services for retention and job placement, and integrated educational programs connecting academic curricula to workplace learning

Amends Education Code Sections 88821 and 88825 relating to the Strong Workforce Program, which funds career technical education through regional consortia of community college districts and local educational agencies
