Increases penalties for second or subsequent violations of false emergency reporting and harassing 911 calls from misdemeanor-only to "wobbler" offenses (misdemeanor or felony) when the violation results in an unnecessary emergency response

Felony enhancement applies only to offenders who were 18 years or older when committing prior offenses

Expands civil liability for convicted false reporters to include property damage incurred as a result of the emergency response, in addition to existing liability for emergency response costs

First-time violations remain misdemeanors punishable by up to one year in county jail and/or fines up to $1,000

Creates no state reimbursement requirement for local agencies because the bill only modifies crime penalties
